The Madison County Board of Commissioners relies on the active participation of citizens who are willing to serve on various commissioner-appointed boards, committees, and commissions. Animal Control Board:
The role of the Animal Control Board is to help guide and develop policies, ordinances and procedures pertaining to animal control within the county. It also serves as an advisory council for the Madison County Animal Shelter.
The Animal Control Board meets as needed on the last Tuesday of odd months at 7:00 pm at the Madison County Courthouse.
Animal Response Team:
The Animal Response Team is responsible for the creation, updating and implementation of the Madison County Animal Disaster Response Plan, which provides direction and assignment of responsibility for animal issues before, during and after an actual or potential disaster situation to facilitate overall coordination of animal protection and care.
The Animal Response Team meets as needed.
Board of Adjustment:
The Board of Adjustment meets when there is a need to review and hear appeals to decisions made by zoning enforcement officers.
The Board of Adjustment meets as needed A-B Tech Madison Campus at 7:00 pm, provided there is an agenda.
Board of Health:
The Board of Health is the policy-making, rule-making and adjudicatory body for the County Health Department.
The Board of Health meets on every other month, Jan, March, May, July, Sept, the 4th Thursday and Nov the 15th Thursday at 6:00 p.m. in the conference room of the Madison County Health Department.
Board of Trustees of the Madison County Public Library:
The Library Board of Trustees is an Advisory Board with no legal responsibility except what is granted by Madison County Board of Commissioners. The Library Board of Trustees generally makes recommendations on policy to the local government and acts as a liaison between the library, county government and the community.
The Library Board of Trustees is made up of 7 volunteers representing the three town areas of the County-Hot Springs, Marshall, and Mars Hill. All regularly scheduled meetings are held on the 3rd Tuesday of the odd months and are rotated to the three library locations.
Community Child Protection Team & Child Fatality Prevention Team:
The Community Child Protection Team and Child Fatality Prevention Team meet to review selected active cases in which children are being served by child protective services. The Board also reviews cases in which a child has died as a result of suspected abuse or neglect. The Board then submits an annual report to the Board of County Commissioners with recommendations, if any, and advocates for system improvements and needed resources where gaps and deficiencies may exist.
The Community Child Protection Team and Child Fatality Prevention Team meet the 4th Thursday (except in December) of even months at 8:30 in the Madison County Health Department Conference Room.
Council on Aging:
The Council on Aging is an advisory committee to the Madison County Board of Commissioners on the needs, service priorities, budget development, funding recommendations, long-range planning and other issues which affect services to the elderly citizens of Madison County.
The Council on Aging meets on the 2nd Wednesday of the first month of each quarter (June, October, January, and April) at 2 pm at the Marshall Senior Center located on Long Branch Road.
Economic Development Advisory Board:
The purpose of the Economic Development Board is to promote quality economic development within Madison County through a focus on the retention and growth of existing business and industry, the attraction of new commercial and industrial development, and the encouragement of entrepreneurship, to improve the lives of all Madison County residents. The Economic Development Board shall establish a framework for recommending economic development policies, guidelines, and expenditures to the Madison County Board of Commissioners, as well as establish strong partnerships with all local, state, and federal agencies deemed appropriate. The Economic Development Board shall strive to facilitate a strong environment for a diverse and growing economy, as well as to increase the prosperity of all Madison County citizens.
The Economic Development advisory board meetings will meet at 2pm bi-monthly on odd-numbered months the 4th Thursday of the month. Meetings will be held at the Madison County Extension Office. Contact firstname.lastname@example.org for meeting details.
On the 4th Thursday of even numbered months the Economic Development Board will be working with community partners to help develop an Economic Development Strategic Plan for Madison County. These meetings are at 2pm at the Madison County Extension Office
Farmland Preservation Board:
The purpose of the Farmland Preservation Board is to promote the health, safety, rural agriculture values, and general welfare of the county, and more specifically, increase identity and pride in the agriculture community, and its way of life; encourage the economic and financial health of farming; increase protection from undesirable, non-farm development and increase the protection of farms from nuisance suits and other negative impacts on properly managed farms.
Juvenile Crime Prevention Council (JCPC):
The Juvenile Crime Prevention Council or JCPC serves as the community level organization, which through partnership with the State of North Carolina and the Madison County Board of Commissioners, develops community-based alternatives to training school and provides community-based delinquency and substance abuse prevention strategies and programs.
The Juvenile Crime Prevention Committee meets on the 3rd Tuesday of each month at the Madison County Schools Central Office at 3:45 pm.
Housing Authority Board:
The Housing Authority Board helps the Madison County Housing Authority in the mission to create strong, sustainable, inclusive communities and quality affordable homes for all, free from discrimination.
The Housing Authority Board meets the last Tuesday of odd months (January, March, May, July, September, and November) at 7:00 p.m. at the offices located at the Ivy Ridge Apartment Complex.
Working with the Clerk of Court and the DMV, the Jury Commission maintains and clarifies the 6,000 plus Jury Pool list for Madison County.
The Jury Commission meets as needed, on average three times annually.
Mountain Area Workforce Development Board:
The Mountain Area Workforce Development Board's mission is to provide employers and job seekers a fully integrated system of employment, education and training services for the purpose of developing the economic strength and global competitiveness of the area.
The Mountain Area Workforce Development Board meets the 4th Tuesday of each month at 3:00 p.m. at the Land of Sky Regional Council located at 339 New Leicester Hwy, Suite 140.
Nursing Home/Adult Care Home Community Advisory Board:
The Nursing Home/Adult Care Home Community Advisory Board works to maintain the Bill of Rights for Nursing and Adult Care Home residents, and to promote community involvement and cooperation with long term care residences in meeting the needs of the elderly and disabled persons residing in these homes.
The Nursing/Adult Care Home Community Advisory Board 2015 meeting dates will be held on April 23, August 27 and October 22 at 9:00 am in the conference room at Social Services.
Parks and Recreation Advisory Board:
The Parks and Recreation Advisory Board serves as an advisory body to the Madison County Board of Commissioners on all matters related to recreational programs, activities, personnel, budget, contracts, facilities and equipment provided by Madison County. This board also serves as a liaison between all communities of the county and the Board of Commissioners, while also seeking working relationships with schools, community and civic organizations and providing general public information in regards to Parks and Recreation Programs.
The Parks and Recreation Board meets on the 3rd Thursday of even months in Room 26 at the Madison County Administrative Offices at 6:00 pm.
The Madison County Commissioners established the Planning Board whose responsibilities include conducting public hearings to deal with zoning change requests, subdivision requests, and special use permits, and to make recommendations concerning changes and/or revisions with the Land Use Ordinance to the County Commissioners. In addition to those requests and recommendations, the Planning Board monitors growth and development in county. They consider how such pressures will impact and affect the citizens of Madison County and will plan accordingly. The Planning Board is also responsible for review and recommendation of amendments to the Madison Comprehensive Plan.
The Planning Board meets on the 3rd Tuesday of each month @ 6:30 p.m.
Social Services Board:
The Social Services Board has five general duties and responsibilities:
1. To select and hire the county DSS Director with the approval of the County Commissioners
2. Advise County and Municipal Authorities in developing policies and plans to improve the social conditions of the community
3. Consult with the DSS Director about problems relating to his/her office
4. To assist the DSS Director in planning budgets for their department and presenting those budgets to the Board of Commissioners
5. To have such other duties and responsibilities as the General Assembly, the Department of Human Resources, the Social Service Commission and the Board of Commissioners may assign to it.
Beginning November 1, 2016, the Social Services Board will meet at 4:30 PM on the 1st Tuesday of each month in the conference room of the Madison County Department of Social Services located at 5707 U.S. Hwy. 25/70 Suite 1, Marshall, NC.

Tourism Development Authority:
The Tourism Development Authority Board is composed of volunteer members representing each of the three towns, the County Board of Commissioners and the Chamber of Commerce who oversee the expenditure of the occupancy tax dollars "to promote travel, tourism, and conventions in the county, sponsor tourist-related events and activities in the county, and finance tourist-related capital projects in the county."
The Tourism Development Authority meets the 2nd Tuesday of even months in room 26 at the Madison County Administrative Offices. 5:30 pm in winter months and 6:00 pm in summer months.
Transportation Advisory Board:
The Transportation Advisory Board serves as a liaison between the residents of Madison County and county government concerning transportation issues as well as numerous other duties as an advisory body for the Madison County Transportation Authority.
The Transportation Advisory Board meets on the 2nd Thursday of January, April, July, and October at 10:00 a.m. at the Transportation Building on Long Branch Road.
Watershed Review Board:
The Watershed Review Board shall hear and decide appeals from any decision or determination made by the Watershed Administrator in the enforcement of this ordinance. Hear and decide upon variances to the Watershed Ordinance. They have the power to authorize, in specific cases, minor variances from the terms of this Ordinance as will not be contrary to the public interests where, owing to special conditions, a literal enforcement of this Ordinance will result in practical difficulties or unnecessary hardship. The Watershed Review Board will also hear and decided upon the Special Intensity Allocation, where density requirements may be granted by special provisions. In deciding these cases the Board shall determine appropriate locations for Intensity Allocations and what requirements and regulations must be met.
